The Dudley Report

The end of the Second World War saw the setting up of another committee to review housing standards—the Dudley Committee. Their report, Design of Dwellings,3 was published in 1944 and stressed the changes which had taken place since the time of the Tudor Walters Report. The general standard of living had increased and there was a growing desire for and appreciation of good housing. In particular there was a rising demand for convenient domestic arrangements and labour-saving fittings. In a typical inter-war local authority house the ground floor consisted of a large living-room (180 sq ft), a small scullery with a copper for laundry (80 sq ft), a combined bathroom and wc, and a fuel store. Cooking on the coal range was almost universal until the widespread extension of public services made possible—and popular—the use of a gas or electric cooker. This was usually placed in the scullery which tended to become the location for all kitchen equipment and (despite its unsuitability) for the eating of meals. For these functions the traditional scullery was far too small. The taking of meals in the kitchen was due not only to the greater convenience of eating in the same room in which the food was cooked, but also to the increasing use of the living-room as ‘a quiet place for study, social intercourse and recreation’. These needs could not be adequately met in a room which was constantly used for meals. Stress was laid on this, and it was pointed out that the number of separate meal-times for a working family was much greater than was generally realized. A not unusual timetable for an average working family was given as:
